Christopher Backley

Mr. Christopher Backley was appointed acting Assistant Inspector General for Evaluation (AIGE) for the U.S. Department of Housing and Urban Development (HUD) Office of Inspector General (OIG) in December 2023. As acting AIGE, Mr. Backley oversees assessments of significant aspects of HUD’s operations, including human capital management, cybersecurity, privacy, information governance, and contracting and procurement.

Prior to his current role, Mr. Backley served as Director of the Program Evaluations Division at HUD OIG, where he was responsible for managing and directing teams of evaluators in performing assessments of HUD operations and programs to identify actionable recommendations leading to increased efficiency and effectiveness. 

Mr. Backley has 18 years of experience in federal oversight, which includes his service with the U.S. Government Accountability Office where he conducted performance audits and reviews across various federal agencies and programs. He also served with the U.S. Postal Service Office of Inspector General where he assumed several key roles, such as Research Manager and Audit Director for Delivery & Retail Operations. 

Mr. Backley earned his bachelor's degree in international relations from the University of Minnesota – Twin Cities and a Master of Public Policy degree from the Humphrey Institute of Public Affairs.
