In the summer of 2021, FHA introduced new recovery loss mitigation options for borrowers exiting forbearance, which will provide a path to deep and sustained recovery for borrowers who were significantly impacted by the pandemic by reinstating their loans from a delinquent to current status.

Multifamily Tracking of Principals/Controlling Participants with Poor Performance History and Multiple Properties
HUD OIG is auditing the Office of Multifamily Housing’s controlling participation of Section 8 Project-Based Rental Assistance. Specifically, we are looking at HUD’s approval of controlling participants for ownership in Multifamily Section 8 properties. The audit objective is to determine whether HUD has approved poor performing controlling participants for additional properties.
Flood Insurance During Servicing
HUD OIG is auditing the risk to the FHA fund from uninsured flood damage. The objective of this audit is to determine whether borrowers of FHA-insured loans maintained proper flood insurance coverage. This audit will cover FHA-insured forward and reverse mortgages active throughout calendar year 2020.

Federal Housing Administration - CARES Act Forbearance
HUD OIG is auditing HUD's Office of Single-Family Housing - Federal Housing Administration (FHA) program partly in response to media reports which have highlighted instances when lenders did not properly administer the COVID-19 forbearance options. The audit objective is to determine whether FHA insured borrowers properly received the CARES Act forbearance options.
HUD's COVID-19 Forbearance Reporting
HUD-OIG is auditing COVID-19 single family forbearance reporting. The audit will help HUD to determine how accurately the servicers are reporting the forbearance assistance offered to their customers. The audit will further enable HUD to adequately forecast the performance of its FHA loan portfolio in order to maintain an adequate capital ratio.
HECM Corrective Action Verification Review
HUD OIG is reviewing HUD's corrective actions in response to four specific recommendations made in audit reports 2012-PH-0004, 2013-PH-0002, 2014-PH-0001, and 2015-PH-0004. Our prior audits showed that HUD’s controls did not always ensure that HECM loan borrowers complied with program residency requirements.
Key Considerations and Lessons Learned From Prior Audits of the Single Family Default Monitoring System
HUD OIG is researching prior audits of HUD’s Single Family Default Monitoring System to provide HUD information regarding lessons learned and risks identified in these prior audits. The forbearances will result in increased claims filed against the insurance fund.
