HUD’s Oversight of the Physical Conditions of PBRA and FHA-insured PBV Units Converted Under the RAD Program | 10/2022 | Ensuring Assisted Housing is Habitable and Hazard-Free | Public and Indian Housing | All |
Summary
HUD OIG is auditing HUD's oversight of the physical conditions of project based rental assistance (PBRA) and Federal Housing Administration (FHA)‐insured project‐based voucher (PBV) units converted under the Rental Assistance Demonstration (RAD) program. RAD was implemented to preserve and improve public housing units and address the nationwide backlog of deferred maintenance and capital needs. The objective of the audit is to assess the physical condition of units that converted under the first component of the RAD program. Specifically, we want to (1) assess whether HUD has adequate oversight of the physical condition of public housing units that converted to PBRA and FHA‐insured PBV under the RAD program and (2) determine if the physical conditions of the RAD units improved, remained the same, or declined.
