The Greensboro Housing Authority Needs To Improve Internal Controls for Administering Recovery Act Funds

We audited the Greensboro Housing Authority (Authority) as part of our annual plan to review public housing capital funds awarded under the American Recovery and Reinvestment Act of 2009 (Recovery Act). The Authority received a $5.6 million Public Housing Capital Fund Stimulus (formula) Recovery Act Funded grant, the second highest in the State. It also received a Recovery Act funded $1.05 million capital fund competitive grant for addressing the needs of the elderly and persons with disabilities.

Housing Authority of The City of Mountain Grove, MO Did Not Comply with Procurement Requirements and Improperly Disposed of Property Assets

The U.S. Department of Housing and Urban Development (HUD), Office of Inspector General audited the Housing Authority of the City of Mountain Grove, MO in response to a citizen’s complaint received by our office. Our objective was to determine whether the Authority complied with contract procurement regulations and properly disposed of property assets. The Authority did not comply with HUD procurement regulations or its own procurement policies.

The U.S. Department of Housing and Urban Development (HUD), Office of Inspector General audited the Housing Authority of the City of Mountain Grove, MO (Authority), in response to a citizen’s complaint received by our office. The complaint made allegations related to asset misappropriations, a procurement violation, and conflicts of interest. Our objective was to determine whether the allegations were valid. The allegations related to asset misappropriations were valid.

The Saginaw Housing Commission, Saginaw, MI, Did Not Fully Implement Prior Audit Recommendations and Continued To Use Its Public Housing Program Funds for Ineligible Purposes

The U.S. Department of Housing and Urban Development’s Office of Inspector General audited the Saginaw Housing Commission’s Public Housing program. The audit was part of the activities in our fiscal year 2011 annual audit plan. We selected the Commission based upon our previous audit report on the Commission’s use of public housing funds, audit report number 2006-CH-1018, issued September 28, 2006, and an indication that the Commission was continuing to use Federal funds for unapproved purposes.

The Pontiac Housing Commission, Pontiac, MI, Did Not Adequately Administer Its American Recovery and Reinvestment Act Capital Fund Grant

The U.S. Department of Housing and Urban Development, Office of Inspector General audited the Pontiac Housing Commission’s Public Housing Capital Fund Stimulus (formula) Recovery Act Funded grant. The audit was part of the activities in our fiscal year 2010 annual audit plan. We selected the Commission for review as part of the Office of Inspector’s General’s commitment to ensure the proper use of Recovery Act funds. Our objective was to determine whether the Commission properly obligated and expended its formula grant and related procurements complied with U.S.

Weymouth Housing Authority, Weymouth, MA, Did Not Always Administer Its Housing Choice Voucher Program and Public Housing Program in Accordance With HUD Regulations and Its Annual Contributions Contracts

We audited the Housing Choice Voucher program and Federal public housing programs at the Weymouth Housing Authority as part of our annual audit plan. The overall objective of the audit was to determine whether the Authority had acceptable management practices to efficiently and effectively administer its Housing Choice Voucher program while providing decent, safe, and sanitary housing in compliance with U.S. Department of Housing and Urban Development (HUD) requirements and its annual contributions contracts.

The New Bedford Housing Authority, New Bedford, MA, Generally Administered Its Public Housing Capital Fund Stimulus Formula and Competitive Grants (Recovery Act Funded) in Accordance With Applicable Requirements

We audited the New Bedford Housing Authority’s (Authority) $9.9 million of the Public Housing Capital Fund Stimulus Formula and Competitive Grants (Recovery Act Funded). Our objective was to determine whether the Authority obligated and disbursed capital funds received under the Recovery Act according to the requirements of the act and applicable U.S. Department of Housing and Urban Development (HUD) rules and regulations. The Authority generally administered its grants according to Recovery Act requirements and applicable HUD rules and regulations.
