Todd

G. Todd Gagon was appointed Deputy Assistant Inspector General for Audit and Evaluation for the U.S. Department of Housing and Urban Development, Office of Inspector General (HUD OIG), in April 2026.  As Deputy Assistant Inspector General, he is responsible for supporting the Assistant Inspector General for Audit and Evaluation in providing executive-level leadership and direction to headquarters operations, single audit act reviews, and OIG evaluations.

Mr. Gagon began his career with HUD OIG in 1999 and brings more than 25 years of federal oversight and public service experience across multiple OIG offices, including Denver, Baltimore, Financial Audits in Washington, DC, and Kansas City.  Although he briefly departed federal service from 2000-2001 to work for PricewaterhouseCoopers, he quickly realized his passion and long-term commitment were rooted in public service and federal government oversight. Most recently, he served as Director of the Policy and Support Division at HUD OIG, where he led a high-performing team responsible for delivering critical mission support for the Office of Audits and Evaluations.

Throughout his career, Mr. Gagon has personally supervised and directed more than 50 audits that resulted in over $35 million in questioned spending, 10 civil fraud referrals, two debarments from conducting business with the Federal Government, one criminal conviction resulting in a 2-years federal prison sentence, and more than $1.5 million in settlements and restitution.  Recently he was instrumental in leading the development and implementation of nearly a dozen applications and corresponding dashboards that significantly improved operational efficiency and strengthened HUD OIG’s ability to make data-driven decisions.
