WASHINGTON DC— Today, the U.S. Department of Housing and Urban Development (HUD) Office of Inspector General (OIG) issued its annual Top Management Challenges report for fiscal year (FY) 2025. The report highlights the most serious management and performance challenges facing the Department and progress made since last year. The report also highlights HUD’s progress in addressing priority open recommendations which, if implemented by HUD, will have the largest impact on helping HUD achieve its mission and address its top management challenges.  

HUD OIG determined that while HUD has made progress over the past year, eight top management challenges from last year remain.  HUD OIG identified the following Top Management Challenges for FY 2025: 

  1. Promoting Health and Safety in HUD-Assisted Housing
  2. Increasing Access to Affordable Housing
  3. Mitigating Counterparty Risks
  4. Grants Management
  5. Enhancing Oversight of Disaster Recovery
  6. Managing Fraud Risk and Improper Payments
  7. Improving IT Modernization and Cybersecurity
  8. Increasing Effectiveness in Procurement

“HUD plays a critical role in every American community, whether through creating homeownership opportunities, creating liquidity in the housing market, or providing billions of dollars for rental assistance, homelessness assistance, and disaster recovery,” said Inspector General Rae Oliver Davis. “This report reflects the most pressing challenges that HUD faces as it strives to achieve its mission. I look forward to continuing to use our oversight to improve how HUD programs and operations deliver for the American people.”  

This year, HUD OIG removed “Human Capital Management” as a top management challenge. HUD has shown sustained progress over the last 2 years, notably through improving key human capital metrics such as time-to-hire, retention, and policies and guidance for managing human capital.
