The U.S. Department of Housing and Urban Development's (HUD) Office of Inspector General audited the Housing Choice Voucher (HCV) program of the Alaska Housing Finance Corporation (AHFC). We wanted to determine whether AHFC admitted and housed tenants properly, calculated tenant rents correctly, and maintained an effective quality control program. We also wanted to determine whether AHFC properly administered its HUD Veterans Affairs Supportive Housing program (VASH).

We found that AHFC generally met HCV program requirements, however its HCV quality control plan needs improvement to address tenant rent and subsidy calculation error rates exceeding 20 percent in some offices. Also, AHFC's policy of requiring veterans owing it money to sign a repayment agreement before receiving a VASH voucher could improperly deny housing assistance to veterans who owe it money. We recommended AHFC evaluate and revise its HCV quality control plan and eliminate the repayment agreement requirement in its VASH program.
